This would reflect in-game, too, as talking to Dwarf with one or more parts of the Manual will translate more and more of his language into something you can actually understand, with the end result at the very end being a complete and fluent translation. Basically, as you turn more artifacts in, you get parts of the Dwarvish Language Manual rather than the entire thing, allowing you to learn Dwarvish in increments.
